This is a contributing factor to why we have continual overruns in budgets...this one instance, that one instance... it all adds up in the end. Savings or job loss... how about we have both. I do not understand why the arcata solution is so much more expensive. They have to be competitive if they are to stand on their own, or someone should be looking to headwaters or the HAF to make the operation grant supported, those are ideas that would help retain jobs. Bottom lines are what people that run budgets are looking at right now and with good reason. How can the locals be more compettive financially, maybe reduce some pay at the administrator level? cut COGs? They need to present some solid economic validity.
