		<description><![CDATA[The questions that seem obvious, at least to me:

1) will ACRC go through bankruptcy;

2) if yes, can the Samoa plant be operated profitably by a different entity, which is not burdened by ACRC&#039;s debts;

3) can the local politicos save some or all of the 35 jobs at risk, and keep a local facility operating without the waste stream from HWMA.

I get the sense that there is a general assumption that if the plant cannot be operated profitably by ACRC, it cannot be operated profitably.  That may be true, but it would be interesting to find out, rather than rely on that assumption.  

Variables that could be considered are the elimination of debt service, changes to employee salaries, changes to employee positions, reduction of hours and programs, changes to the rates charged local businesses for processed output.  Changes to these variables might not please all, but might keep local jobs.]]></description>
