What the hell is the point if counties can "opt out"? Can a county opt out of statewide SMOG regulations…no…can a county "opt out" of allowing abortions?
Come on guys, grow a set and pass some MEANINGFUL regulation so the medical cannabis community can have a little CLARITY please.
