Waste of time when using its wordings "full extent legally possible". This measure changes nothing and arcata again makes the use of direct democracy a joke and wastes the time and money of taxpayers.

It's simply not legal under state law due to the explicit language of the California Corporations Code. Amend that with an initiative and you have substantive change in law — otherwise this is pure feel-good symbolism with no practical impact, and should be regarded as such. At least that's how I reported it.
